“The challenge of the whole issue of competitiveness and productivity is that it’s influenced by a vast array of factors: schools, roads, regulatory complexity, almost everything matters—not just the traditional macroeconomic policies. If you don’t have a good public-education system, for example, you lack the foundation for productivity. If you don’t have people who are healthy and can afford good healthcare, you lack that foundation. If you don’t have a governmental system that works effectively and delivers good public services, that’s a drag on productivity.”
