“When I visited GM’s R&D center in Detroit in 1986 with Marvin Bower, management gathered 15 engineers and solicited their best ideas on ‘what you would do differently if you were in charge’. Marvin liked the idea of management letting young engineers lead. Yet nothing happened for years. However, one of those engineers brimming with ideas was named Thomas Stephens. Twenty-five years later, in 2011, he was promoted to Chief Technology Officer, and promptly drew on the vision Marvin had helped him see—that of citizen leaders, or workers in the trenches envisioning the best way to run the company.”
